Weakness in this plan (not to rain on the Very Good Idea, but...):
Mini - A/A drivetrain:
the manuals will all have roached syncros, bad laygears/shafts and bad mainshafts because there isn't one person/prior owner in Texas what would have changed the oil in less than fifteen times the recommended interval. (one might think the person selling four bought them one-at-a-time as they broke).
~if the engines have been sitting a while they'll need valve springs and a complete internal de-rusting - ask me how I know.
They'll all need water pumps - and probably radiators.
The QL5000's (inner cv joint equivalent) will be non-existant, oem rubber or worse
the clutches will be ...interesting, but not functional
Mechanical, whether Auto or Manual:
Brakes - rear shoes are unique and difficult to source
front brakes will (probably) need to be swapped from A/A (hard to source) to MG Midget (the calipers - A/A "sliding calipers" are... let's just say a liability).
M/C's are not cheap and rebuilds are... rebuilds.
Suspension? Hydro is likely to be OK on at least enough to put two together, maybe three... odds are there are three blown bags in the lot of four cars. Replacement bags simply Aren't. They'll all need some sort of front-rear interconnecting line replacement
Tools - special tool to get the flywheel off. It's possible to do the hydro with a bicycle pump - but someone would need to teach each team how...
IMHO - if someone who knows Mini-A/A stuff did a REAL assessment of the mechanicals; got a list of what safety components needed sourcing (brakes, wheel bearings etc) - were able to crack the engines from the transmissions to check clutches/gearboxes and bearings... This could work.
An example of why I otherwise think NOT a tremendously viable idea for MSR? my "running" junkyard A/A power unit made less than fifteen (seven, then we put a used set of bearings in and made a few more) laps at Thunderhill before the massive amount of internal surface rust washed the bearings away - and the mildly rusty valve spring broke (this will scramble an engine rapidly - ask Spank). And the main seal gave up. As for the rust? I did an oil-change/warm-up-with-5w20 preventitive wash out FOUR TIMES before I hit the track... plus a pop-the-valve-cover-and-scour... and still got hit with loose internal rust...
Now IF there were some funding - a huge pile of pre-supplied parts, four teams with four A/A's? next year would be excellent! I'd be up for that...
