Topic: foam in fuel cells

quick question
rules state we need to run foam in our fuel cell but the stuff is expensive. Does the entire cell need to be filled with it will  just a few pieces suffice?

Tangential note FWIW, I once bought a JAZ fuel cell and complained to customer service that it was not quite even half full of foam. They said "it expands". I said not that much. So they sent me some more in a box that I added to what was already in there.
