Roll cage ???

The main hoop in my car fits tightly to the roof.
The forward bars to the A pillars due to the slope of the roof (down and tighter to the windshield) keep the bar at head height, Not above.
Is this legal for Lemons? Head contact with the bar in a side impact would be probable.
This bar follows the top of the door frame.
