Are Legends cars allowed to be entered? I have a line on a Legends car....CHEAP!!
Only production based cars are allowed.
Entries must be "...mass-produced, four-wheeled vehicles legal for US highway use at the time of their manufacture." Lemons HQ has granted case-by-case waivers specifically for the "US" part of that but has made it clear that they don't want to see purpose-built race cars such as (but not limited to) Legends cars.

I'd think they'd be too small.

In defense of the original question, that rule does mention the possibility of waivers without going into much detail about what sort of vehicle might be eligible for one. Well, aside from Peterbilts, Zambonis, sidecars, or golf carts, that is.

I think the waivers were for cars that were for the "never sold in the US for legal Hwy usage" or the wheelbase part (a car just under the limit)... say a LADA or some commie block junk which would get you instant IOE status..
Legends cars will fall way outside the rules. Both on the mass produced aspect and also on wheelbase.

3.D.1 Minimum Wheelbase. The minimum acceptable wheelbase is 82 inches (as delivered by the factory). Cars with smaller wheelbases may be granted a waiver by Lemons after extensive review of the team’s construction and safety plans. (These plans inevitably require extensive, high-quality engineering; lots of new material; and huge amounts of high-quality fabrication. If you’re the least bit shy on talent, dedication, or budget, it’s better to pick something else.)
