However: Please stop. Your 'logic' is faulty.

Are you self-aware enough to understand that you are specifically arguing AGAINST the rule you reference?
By that, I mean: you are recommending advertising SAFETY EQUIPMENT in the CARS for Sale or Rent sub-topic.

There are several rules of document construction ("construction", in this case, refers to "how to construe (meaning: understand and interpret)" the meaning of the text) that it's useful to be familiar with.
I would characterize the above #2 rule as "not entirely clear".
Without going into detail, the rules here are "adhesion" rules (like HOA rules): you either accept them to participate (purchase), or move on.
That also means that any ambiguity is construed against the drafter, not the participant.
So: if restrictions are not obvious and clear, the tie goes to the user.
Here, we have a vehicle that was purchased during a "Lemons RALLY" to supplement another vehicle having problems.
Lemons Rallys are clearly Lemons events. (Here's where I could stop and say, "you're wrong", but the next is also important, so let's continue for just a little bit longer)
My determination is that vehicle CLEARLY was then, is now, and forever will be, a Lemons vehicle. Rally capable? Sure, maybe; as much as a 2004 Jag with 85k may be.
Lemons race car? Do the organizers like Jags in Lemons? Do you? I'm going to speculate that it may be - eventually.
The restrictions about "vintage hot rod" or "no way ever" going to be in a race are in a completely different category. That category could include tube-frame full-on race cars, like LeMans race cars; but the Jag could be entered into a race - it fulfills the minimum requirements.
So basically: you're wrong.
