Is there a place that I can look for specific rules to the rally races? Are cages still required for these? Or fire suits?

Registered and insured is the only requirement...It is like going to Walmart and I rarely wear my fire suit to Walmart.
The rally is not a race.

Yeah, I've read all that. Nothing there about budget for cars or safety gear requirements. That's more what I was looking for. That link just talks about points and stuff.
Also, if you get points for getting to the next stop first, it is by definition a race

That's because there are no other requirements.
You do not get points for getting to the stop first.
It's more like a scavenger hunt. You drive around and find stuff from clues that you are given. You don't get points for being fastest, just for being accurate and complete in figuring out the course objectives from the clues that you are given. Of course it's Lemons, so you also get points for all kinds of other nonsense, but not for being fast. A good road rally is run at posted speed limits while obeying traffic laws. There's no safety equipment or other requirements beyond what is necessary to drive around normally on a public road because you shouldn't need to do anything in excess of driving around normally on a public road in order to complete the rally.
I think you just might get extra points if you have a rollcage and wear a firesuit...particularly if a pink firesuit, and the rollcage
is made of pool noodles.

Good luck in the race then. In the next event, you should make sure you get to each stop first to collect all those valuable points. When you win, please post pics.
Also you may have better luck posting here http://forums.24hoursoflemons.com/viewforum.php?id=29 since that is the forum for the rally. That is where people like me, who have done a rally can give advice to people who want it.
