I'm not sure if eyesore's would pass Lemons tech as pictured, but if the fuel tank was far enough removed from the openings it might be OK.  The holes in our car were smaller (~3in).   We closed them up before tech using some bellows off the end of a steering rack.

Yea, the eyesore CR-XXX pimpmobile was back in the days before rules. No idea if that would fly now. The tank is nowhere near those holes, but fire is pretty flexible...
