Topic: Speedy & The Gang NJMP Mystery "Car" clues

It's a legitimate Index of Effluency candidate, but it was built in the 90's.
The engine is much smaller than it should be (less than 1/4 of the ideal size).
The tires we are racing on are arguably the worst tires ever run in a Lemons race. Ever.
It has never been done before, as far as we know.
It will be simultaneously recognizable and yet totally different.
It may cause momentary panic at first glimpse, depending on the situation.

WARNING: Those few in the know are prohibited from dropping any hints or verifying/refuting answers in any way.

I think I got it - sent Speedy a PM so's not to spoil the surprise... but I went with the assumption of a four-wheeled enclosed vehicle with a legal wheelbase to narrow it down (and a Zamboni with a roll cage didn't seem to fit).

I took today off to get this thing finished. There will be no sneak peeks Thursday night or Friday morning. The debut will be at noon, if Sports Illustrated has arrived. BS tech should be hilarious.

Also, there's no need to PM or email me your answers. The whole point of guessing them on here is to see who was right, come Friday. No answers will be confirmed or denied, here or privately. One nice added benefit of this method is that I'm seeing some great ideas for future builds. In the past, I've always come up with the ideas, but a few of the ones I've seen here and on the Speedycop facebook page are pretty damn good, and require building.

Now for a few more nondescript, unhelpful, mostly vague clues:

Kids of all ages will love it.
It could be used in parades.
We are really hoping it doesn't rain this weekend. That would suck.
It is theoretically fuel efficient but most definitely NOT environmentally friendly.
If we need more tires, we are quite possibly screwed.
We haven't weighed it, but despite extensive weight reduction (oh, say, 70%), this thing weighs a TON!

He said built in the 90's.... I'm gonna guess a LaForza, the Italian SUV built on a medium duty chassis with a Ford engine, but I doubt that's it since the engine isn't 1/4 the size it should be.
