My team is considering making a solid brace and locking device that houses a mp3 player and attaching it to the roof of our racer. If its secured in this manor, is it a violation of rule 3.24?

As much as I love a motivational tune or two while driving this is NOT the place for it.  You need to be aware of your surroundings including sounds and not have them drowned out by music.  You're going to be driving a crapheap, you need to be listening for things going poof.
