Topic: Penalties and Team Size

Say you have 4 drivers registered and paid to race, but only 3 show or decide they want to race.  Do all 4 need to take part in black flag penalties?

That all depends on the judges. The Village people penalty requires 4 people to do WMCA so if you can convince someone to play along you should be O.K.
