I use the excellent BreezeBrowser Pro for my galleries.
Sure, you can do galleries in Photoshop, and Lightroom, and Irfanview, and ACDSee, and a million other programs, but this one is my favorite by a longshot. It does conversions, resizing, auto-leveling, watermarking and a bunch of other stuff all on its own. And it's fast, too.
The output is simply a folder called "HTML" which contains an index.htm, x very small (a couple hundred bytes) html pages, x smallish thumbs (usually around 3KB each,) and x resized, watermarked, lightly-processed jpgs. You simply upload those contents to a folder of your choosing and 15 or 20 minutes later, you've got a live gallery.
