Congrats on planning to run an 850 in Lemons.  It will be a first and any configuration will be applauded.  I raced an 850 Spyder 20 years ago in vintage and what they lack in power they make up for it (not entirely) in handling and are great in the rain.
The VW swap would be your best bet but if you really want to get crazy, put a VW transaxle in it with a Mazda rotary.  Might be tough to get it under budget when you consider the trans adapter is $400+ but the penalty laps are worth it compared to the possibility for Lemons Legend status.

I say quad KLR650 power.  Four engines, four cylinders total!  120hp / 120tq
