I feel like I should know this one. Based on the characteristics and license number, I think it's some sort of 1992-model Japanese car in the retro-'60's-British style.
There are few of those grey-market imported to Canada, along with a handful of other retro-micro cars from Japan. This was over the last ten years or less... Dunno how they do it, I'm not Canadian.

In Canada, imported vehicles become exempt from safety regulations (and I think maybe emissions regs as well) once they're 15 years old. In the US, they become exempt from safety regulations once they're 25 years old, but I'm not sure they ever become exempt from emissions regulations (at least for their particular model year).

Whatever do you mean? That totally looks like a nice retro-modded 1968 Datsun Roadster....well that's what the Title & Vin say...right?
