I would say "yes" from a strict interpretation of the letter (and more importantly, spirit) of the rules, but from a personal standpoint, I'd say and hope that it's not - shipping/delivery particularly.

Tax, maybe (if you have an E30 or RX-7, yes; a Renault Fuego we'll let slide). Shipping, definitely. That's because of all those Chinese eBay sellers who charge $1 for a set of adjustable coilovers and $150 for shipping. Nice try.
