Backing plates spread the load.  You don't want to weld a tube directly to sheetmetal.

Pretty sure he is talking about brake backing plates. As far as i know they are only designed to keep rocks and such out of the brakes and with the off road excursions that most Lemons drivers do you may want them. I have seen some though that have cooling scoops built onto them so i would imagine that they would help cool but dont know if it cools better without them. I can see how they would hold some heat in.

Some definitions as I see them.

Backing Plates: should be for Drum Brakes.

Dust Shields: are on Disc Brakes.

Spreader Plates: are for roll cage mounting locations to the body.

Vented backing plates can help Drum brakes cool better.

Jmitch, backing plates on drum brakes can be opened up for venting to let heat out. 

On some vehicles you might be able to remove them but typically that hold the brakes components and hardware in place.  So you gotta have them.

Personally, I am not a big fan of drum brakes.  They are kinda high maintenance and less effective.
