May be a stupid question, but are the sighting laps under yellow at the start of the race counted or do the computers start scoring at green?

May be a stupid question, but are the sighting laps under yellow at the start of the race counted or do the computers start scoring at green?
The first MSRH race I worked Timing, we did not count the laps before the green flag (Saturday or Sunday). I can't imagine that those are counted anywhere. It's more so timing can ensure that transponders are working and are set to the correct car in the computer.
It also helps to weed out the field, as there are always a few (or more) breakdowns before the green flag.
No laps count before the green flag drops. They're just testing the transponders during those yellows.
Once the race starts, and you pit, do you lose that lap because you didn't cross S/F? Or does the transponder detect you again when you re-enter?
All of the tracks I know of have a transponder loop in the pit lane in addition to the track.
At Buttonwillow last year, the hot pit was not used, so we lost a lap every time we pitted. This provides a reason to minimize pit stops...
Who provides the transponders?
You rent the transponders at the track. Last year they were $50 a weekend.
