So hypothetically would it be against the rules to tie two JATO bottles to the back of a car?

Technically, no.  Just be careful about that simultaneous ignition bit.

make sure you do the brakes up good, or check to see there is enough runoff room in turn 1

Doesn't JATO require external fuel tanks? If so, you'd need a separate fuel cell and lines for the jet fuel, and it would have to pass the tech inspection. Maybe RATO would be the way to go here.
